Tom Loveless, the director of the Brown Center on Education Policy at the Brookings Institution, wanted to create a study center which would, with laser-like focus, conduct research around the topic of academic achievement among American students. He understood that in order to spur discussion among education policymakers, his research would have to be disseminated broadly and strategically. He also understood that he would need to implement a multi-year outreach strategy with well-executed tactics.
