For more than 30 years, the Ford Foundation had supported the vital work of community development corporations (CDCs) in strengthening disadvantaged communities. But the media and the public had limited understanding of the role CDCs play in urban and rural revitalization. In fact, news accounts of CDC activities often were misleading or inaccurate. The Foundation asked Lipman Hearne to design and implement a communications program that would raise awareness of CDCs, increase public appreciation for their work, and lay the groundwork for attracting additional resources to their efforts.
